21日のテーマは、「暗号化とフェミニズム」です。日本では、報道機関や警察
が「秘匿性の高いアプリ」(暗号化通信アプリ)をネット犯罪の温床であるかの
ように否定的に報じることをよく目にします。子どもの性的搾取の取り締まり
を口実に、暗号化サービスを規制する動きが世界的にも顕著になっています。
結果として、暗号化アプリの利用がためらわれたり、暗号の法的規制を容認す
る憂慮すべき世論形成につながりかねません。
親密なパートナーからの暴力、ストーカーやヘイト行為、国家による弾圧など
動機も加害者も様々であっても、被害者となる人たちは、常に、そのコミュニ
ケーションを監視され、動静を追跡され、自由に仲間や支援者たちとの連絡を
とることを阻止されたりする事態に直面します。こうした場合に、通信の秘密
を防御する手段として暗号化は欠かすことができません。暗号化は人権、特に
監視・虐待・弾圧のリスクにさらされる女性、未成年の若者、ジェンダー多様
性を持つ人々の人権を保護する必須の手段です。残念ながら、こうした暗号の
役割への理解が日本では十分に浸透していません。今回は、最近話題になって
いるフェミニズムと暗号化を議論の紹介を通じて、暗号化の重要性を議論しま
す。

Encryption and Feminism: Global Encryption Day (1)

The theme is “Encryption and Feminism.” In Japan, we often see media outlets and police report negatively on “highly confidential apps” (encrypted communication apps), portraying them as breeding grounds for cybercrime. Globally, there is a growing trend to regulate encrypted services under the pretext of combating child sexual exploitation.
This risks creating a climate where people hesitate to use encrypted apps and where public opinion becomes accepting of legal restrictions on encryption. Whether the motivation or perpetrator is domestic violence, stalking, hate crimes, or state repression, victims consistently face having their communications monitored, their movements tracked, and their ability to freely contact allies and supporters blocked. In such situations, encryption is indispensable as a means to defend the privacy of communications. Encryption is an essential tool for protecting human rights, particularly the rights of women, young people, and gender-diverse individuals who face risks of surveillance, abuse, and oppression. Unfortunately, this understanding of encryption’s role has not sufficiently permeated Japanese society. This time, we will discuss the importance of encryption by introducing recent discussions on feminism and encryption.
